Security Section

Mandatory Security Requirements

To ensure safety and security within the IIT Madras campus, all members of the campus community and visitors must comply with the following regulations.

1. Identity Cards

  • All employees and students of IIT Madras must carry a valid Institute-issued Identity Card at all times.
  • The ID card must be produced upon request by Security Personnel.
  • The Project staff, start-ups, Intern students and others are required to carry identity cards issued by their respective organizations.

2. Temporary Passes

  • Contractual workers / Labours
  • Domestic servants
  • Vendors and temporary visitors
  • These passes are time-bound and do not constitute authorization to provide or solicit services beyond the approved purpose.

3. Daily Visitor Passes

  • Daily passes are issued to casual visitors at designated entry gates.
  • Passes are valid only for the issuing gate and cannot be used at other campus entry/exit points.
  • Visitors must exit the campus before the pass expiry time.

4. Group Passes

  • Group passes are issued to groups of workers employed by contractors or the Institute.
  • To ensure proper control of entry and exit, all labourers/workers must strictly use only the single gate mentioned in the group pass. No entry or exit will be permitted through any other gate.

5. Vehicle Passes

  1. Staff / Faculty
    • It should be applied through IITM workflow portal.
    • Metal tokens for two-wheelers.
    • Self-adhesive red coloured stickers for four-wheelers.
    • The Registration Certificate (RC) and Driving License copies must be attached in the portal.
  2. Project staff / Dayscholar / Resident (Students)
    • Application should be submitted at the Security Section.
    • Necessary documents mentioned in the application forms needs to be submitted to the security section.(Application available in the website)
  3. Bicycle Registration
    • All bicycles used within the IIT Madras campus may be registered with the Security Section.
    • Due to the large number of similar-brand bicycles used by students and staff, Bicycle registration helps in:
      • Identifying cycles in cases of theft or mistaken identity.
      • Enhancing student safety and security.

6. Necessary charges will be applicable for issue of various types of passes

7. Material Movements

  • Gate pass is required for movement of materials out of the campus. Every department is required to submit a specimen signature of authorised persons to sign the gate pass with the security section.
  • Materials shall be moved out only after obtaining clearance from the Security Section.
  • Prior intimation is required for all loading of materials.

GENERAL SAFETY GUIDELINES

  1. The maximum speed limit for all powered vehicles on campus is 20 km/h.
  2. Persons below 18 years of age / hostel residents are not permitted to operate powered vehicles.
  3. Consumption of alcohol is strictly prohibited inside the campus.
  4. Poaching, hunting, or fishing within the campus is strictly forbidden.
  5. Lighting of open fires anywhere on campus is not permitted.
  6. Possession, use, or trafficking of narcotics or illegal drugs is a punishable offence.
  7. Use of cell phone while riding / triple riding & towing of other two-wheelers is not permitted.
  8. Must follow traffic rules & regulations. Pass valid only for the gate mentioned.
  9. In case of accident, contact the Security Section: 8280 / 9999.
  10. Surrender the pass after the date of validity.
  11. Vehicles are not allowed to be parked at the gates overnight.
Si. No Points Decision
1.

Entry of Students in an Intoxicated / Inebriated state or found in an inebriated state inside the campus

Students arriving at the gates in an intoxicated/inebriated state are presently permitted entry to avoid safety risks outside the campus. However, once inside, such individuals have been involved in disturbances and altercations.


Additionally, instances of students found in an intoxicated/unconscious state on campus have also been reported.

Hostel Students (First Time).

The Duty Officer at the Security section will inform the concerned Warden, who will inform the CCW.

The parents will be informed by the Warden/CCW over the phone, and subsequently, the parents need to meet the Warden and CCW

A fine of Rs. 6000/- will be imposed as per the existing guidelines.

Hostel Students (Second Time).

The Student will be sent out of the Hostel.

Day Scholar Student

The Duty Officer at the Security section will inform the concerned Faculty Advisor.

The parents will be informed by the Faculty Advisor over the phone, and subsequently, the parent’s needs to meet the Faculty Advisor.

A fine of Rs. 6000/- will be imposed

Students demanding entry for friends

Students frequently attempt to bring external visitors/friends (Boys/Girls) onto campus at all hours. When the entry is denied, the student confronts the security personnel to show written orders. 

Students may be allowed entry with friends. The friend must make an entry in the register with mobile number and submit an ID proof at the gate upon arrival. The friend is required to leave the campus by 10 pm. Boys cannot enter girls hostel and vice versa.

Students Late Night Entry into Campus

Although late-night entries are being recorded in gate registers as a practice for students entering campus after 10 pm, there is no formal order authorising this procedure, and the students are objecting to such entries. Clarification is required on whether this system is to continue.

The Students need to endorse their entry in the register at the gates after 10 pm. In due course, a biometric (Face Recognition) entry system will be provisioned at the gates.

Use of Electric (battery-powered) cycles

Students are increasingly using electric cycles (battery operated) that can move at speeds comparable to motor vehicles and do not have any speedometer. They contest enforcement by claiming these are “cycles,” despite hostel regulations prohibiting powered vehicles.

As per the Institute hostel rules, students are not permitted to use powered vehicles. These battery-operated bicycles also fall under the powered vehicle category, as they can move at a speed greater than 20 km/hr. Some accidents and many narrow escapes are brought to our notice. Such bicycles are not permitted, keeping in view the safety of the students.

Use of Alcohol-Breath Analyser

After 10 pm till 5 am, the Alcohol breath analyser can be used by all security personnel on duty on all persons entering the campus. The students found intoxicated by the Breath analyser will be reported as per the procedure mentioned in Sl. No. 1.
6.

Display of Identity cards

As per the Ministry of Education (Department of Higher Education) letter F.29-12/2025-S&S dated 14th July 2025, Higher Educational Institutions were informed to strengthen the Security protocols by ensuring the display of Identity cards by all  not only at the time of entry but also during the entire period of stay in the office buildings.

Based on the advisory from Ministry of Education, ID cards in hard copy must be carried and displayed at all times by all.
